S "dry canal" to compete with the Panama canal for moving goods from the Caribbean to the Pacific from the Caribe to Guanacaste. Note this is not the old train route that used to come to Limon and it's just for freight as proposed but even at that could take a lot of truck traffic off the roads and make the drive more pleasant!
